What do the two planets want?

Uranus cares about changing quickly enough: if the old method is stuck, change it first without waiting for anyone’s approval. Pluto cares about moving deeply enough: it won’t pay for changes that don’t touch the vitality. The difficulty is that the two sets of standards do not match each other - quick revisions often lead to concerns about insufficient depth, while deep revisions can easily exceed schedules and budgets.
